CILS provides low to no-cost legal assistance to low-income individuals and Tribes on a wide variety of issues involving Federal Indian law including Indian Child Welfare, land, student rights, cultural resource protection, housing, public benefits, Indian Wills and probates, unsealing birth records and more. CILS also provides various trainings and outreach opportunities to tribal communities.
CILS may represent, on a fee-for-service basis, persons, tribes, tribal organizations and entities who are over income for free services. CILS’s fee structure is flexible and adjustable depending the client’s available resources and unique circumstances.

Service Description: Ombudsmen services are offered to any resident or family member of a resident of a long-term care facility (Skilled Nursing Facilities and Residential Care Facilities for the Elderly) without regard to income. The service promotes qualify of care and quality of life by advocating for residents rights, responding and resolving issues of abuse, neglect, or exploitation, frequently visiting long-term care facilities and providing information and consultation to individuals and facility staff. Ombudsmen also witness advanced health care directives for residents who reside in skilled nursing facilities.

The Immigration Legal Services Program is a Board of Immigration Appeals recognized program which allows us to offer immigration legal services for nominal and affordable fees. We specialize in working with victims of crime including victims of domestic abuse, human trafficking, and other violent crimes. Special visas have been established to help free victims from dependency on their perpetrators and to enable them to stay in the US to assist law enforcement in investigating and prosecuting these crimes.

The Public Guardian-Conservator conducts the official Sutter County investigation into conservatorship matters.
