There 09:08:40 are multiple forums like this happening around the MPA 09:08:42 across the state. The master plan for aging was 09:08:46 adopted on June 6 of this year. The administration of 09:08:49 Governor Gavin Newsom released it. 09:08:51 It was really over a year of really intense work across 09:08:55 the state with the stakeholders, listening 09:08:57 sessions, 09:09:02 and the idea of this is that we have a ten-year blueprint 09:09:06 of making California a more age and disability from the 09:09:10 state. So, with that, we will start 09:09:12 this video 09:09:13 and helps of the stage a little bit for today. I do not know all of you, by 09:13:58 any means, but I welcome you here. My name is Eldon Luce. 09:14:03 I have been working in this field for 40 years. I am an 09:14:08 older person with a disability. I currently work 09:14:11 with the agency on agent area 4, as the facilitator for the 09:14:15 plaster County ADRC. 09:14:19 It is my great pleasure to introduce the long time -- my 09:14:23 longtime friend, Jim Holmes. Jim has been on the boards of 09:14:27 supervisors since 2005. 09:14:32 He is a native of all born (?) California 09:14:36 and has been part of the (indiscernible by captioner) 09:14:41 and has worked closer together for 20 years now, 09:14:44 actually. Jim has been an advocate 09:14:50 for adults and persons with disabilities. Jim, it is a 09:14:53 pleasure to introduce you, my friend. SUPERVISOR JIM HOLMES: 09:14:59 Thank you, Elton. Thank you very much. My job 09:15:02 this morning is to welcome all of you to this very 09:15:06 important conference. Although I am from Placer 09:15:09 County, IA welcome you all from Nevada, centre counties 09:15:12 as well. 09:15:14 Today's conference is important for all of us. The 09:15:17 California Master Plan for Aging is a plan 09:15:20 for addressing the needs of older adults and persons with 09:15:24 disabilities and everyone of our communities. 09:15:26 Being of the governing board of the agency on aging area 09:15:30 4, and the Placer County Board of supervisors onto the 09:15:39 older adult advisory commission, and having been 09:15:42 involved with the Placer County aging and disability 09:15:44 resource connection, thank you, Elden – since ins 09:15:47 Inception, 09:15:48 I am very happy in resenting older adults with 09:15:51 disabilities. 09:15:52 I am happy to share my experience with aging adults 09:15:56 and the disabled. 09:15:59 Before I became a county supervisor, I ran an honorary 09:16:02 repair shop in 09:16:04 (unknown name) on Highway 49. I had many lady customers, 09:16:07 who I call my little old ladies, 09:16:10 who lived in a senior mobile home 09:16:12 park in (unknown name). 09:16:17 I realize that all they needed was a vehicle to go to 09:16:22 a grocery store, to the doctor's office, 09:16:27 to visit friends and maybe most importantly, to go to 09:16:31 the hairdresser. I took pride in making sure 09:16:34 that their cars were safe. 09:16:35 Also, well run without 09:16:37 selling unneeded repairs. 09:16:44 Over the years, I would have 09:16:46 this (indiscernible) to call a family member. 09:16:50 And tell them that, it was time. 09:16:53 maybe it was time 09:16:56 to take away moms and sometimes dots keys. 09:16:59 That was hard for me because 09:17:07 for them it was a loss of their independent life. 09:17:11 I always had difficulty, as I am sure that others do, 09:17:15 relating with people with disabilities. Several years 09:17:18 ago, I became involved in an organization called 09:17:21 protective understanding. 09:17:22 They provide workshops 09:17:23 that were written by 09:17:25 presenters with different kinds 09:17:27 of disabilities. 09:17:29 I attended 09:17:30 a dinner 09:17:31 , 09:17:32 where all of the guests 09:17:34 were blindfolded. 09:17:37 We all sat and enjoyed a meal 09:17:40 and conversation. 09:17:42 From the perspective of a blind person. 09:17:45 From that, 09:17:47 experience, 09:17:49 I lost my fear of approaching 09:17:51 people with disabilities. 09:17:54 And I feel comfortable doing that, today. 09:17:56 But then, 09:17:58 as we finish the dinner, 09:18:00 I had this thought 09:18:08 curious thought, I said, "wouldn't it be wonderful if 09:18:11 all of the members of Congress blindfolded 09:18:14 themselves, sat down to dinner, and just talk." That 09:18:17 would be a hope of mine. 09:18:21 In the four counties represented here today, we 09:18:24 have approximately 184,000 residents 09:18:27 , 60 years of age or older. 09:18:29 And I am one of them. 09:18:32 90,000 of them 09:18:34 are low income, and 31,000 09:18:36 are isolated. 09:18:38 In addition, 09:18:40 approximately, 09:18:41 hundred 20,000 09:18:43 of our residents 09:18:45 have (indiscernible). 09:18:48 I believe, the time is come 09:18:50 to fully address the needs 09:18:53 of our older adults. In our residents. 09:18:56 With disabilities. 09:19:02 Today, we will learn the planet for addressing the 09:19:05 needs of our residents. As you will learn from -- 09:19:10 throughout the day, the master plan for aging gives 09:19:12 us a basic program of how to make local communities 09:19:16 more age and disability friendly. 09:19:19 In addition to the population commonalities 09:19:22 across our communities, we also have somebody else 09:19:24 ! Something else in common. 09:19:26 We all have designated 09:19:28 or emerging 09:19:29 disability and aging 09:19:32 in our county. 09:19:39 While we will hear much later about the ADRC's and 09:19:42 their role in the Master Plan for Aging, I will say that 09:19:46 the ADRC's Anthonys dedicated to enhancing 09:19:49 , and providing consumer 09:19:51 long-term services 09:19:52 and supports 09:19:55 for community members. 09:19:58 ADRC's will be key to implementing 09:20:01 the Master Plan for Aging. 09:20:03 Let me thank you 09:20:07 , I deeply appreciate your precipitation here. 09:20:09 I wish you a wonderful conference! 09:20:11 Thank you again, God bless you all. 09:20:28 CARLY PACHECO: 09:20:28 They do so much. SPEAKER: We have been hearing 09:25:09 a lot about San Diego County. 09:25:11 Just based around some of the ADRC 09:25:14 community data exchange 09:25:16 , resource that happened other. 09:25:20 I am not for if you are familiar with all that, but 09:25:24 San Diego seems to be, we hear good things happening 09:25:28 there. 09:25:29 SPEAKER: They are involved in a lot of things. I've only 09:25:33 been a commissioner for about a year. Just trying to get up 09:25:37 to speed, I have not lived in (indiscernible) much longer 09:25:41 than that. There are always things that 09:25:43 need to be done. Things that people are aware 09:25:47 of that they need to be made aware of. That is pretty much 09:25:51 the job of the commission, is to inform this the city 09:25:55 Council. Of issues, or things that 09:25:57 benefit. We are very involved with our 09:26:00 senior centre. So, there is a lot of good 09:26:03 things going on. Amanda Lawrence. 09:27:04 Amanda is now the project director 09:27:06 for the master plan on aging. 09:27:08 At the California 09:27:10 Department of aging. 09:27:12 She had 09:27:20 looked at social justice and health is used for a long 09:27:25 time, and now we are very happy to have her at 09:27:29 California's Department of aging. Amanda, I will turn it 09:27:32 over to you, thank you. 09:27:43 AMANDA LAWRENCE: Hello everyone, thank you so much 09:27:45 for the invitation to join you today. My name is Amanda. 09:27:49 And I have the pleasure for serving the project director 09:27:53 for the California aging for about a year and 1/2 now. I 09:27:57 am really happy to be here. As the collaborative. These 09:28:01 playbook events are so integral to the lodge of the 09:28:05 master plan of aging. It is not just a state master 09:28:08 plan for state government, but also for communities 09:28:11 across California. To really dig in and use 09:28:14 strategies we have outlined to drive action. So, this 09:28:18 morning, I will share a few updates and a little overview 09:28:21 of the master plan for aging, I am sure that everyone is 09:28:26 familiar with this point. As you know, 09:28:28 we call (indiscernible). He released the plan on 09:28:33 January 6. A day that I will never 09:28:34 forget. We had an event with several 09:28:37 of our stakeholders leaders. Very exciting day! 09:28:41 As you know, you can read the Master Plan for Aging on 09:28:45 the website. Or, you can go in and 09:28:48 download the full that we put together. Next slide, please. 09:28:52 So a quick introduction into 09:28:53 why we thought that we need the Master Plan for Aging. 09:28:57 Because as I know, local advocates and state advocates 09:29:01 are calling for this plan for years, and years. So, 09:29:05 we can no longer ignore that aging is changing 09:29:08 , and it is changing telco for him. It impacts all of us! 09:29:17 Back in 2019, California the second longest life 09:29:20 expectancy in the country. 09:29:21 Unfortunately, due to COVID-19, we are going to see 09:29:24 a different life expectancy. This unfortunately impacted 09:29:27 the Latino and black communities. 09:29:30 That is yet another reminder that we have to do better in 09:29:34 ensuring that California has equitable access to 09:29:36 healthcare, quality healthcare. Housing. Economic 09:29:38 security. Safety information. 09:29:39 You will see in the master plan that 09:29:45 is what we have done there. We have open it through the 09:29:49 plan, but we have also pulled out the specific goal of the 09:29:54 five goals. Aging is changing, we know 09:29:56 that ... the mist 09:29:58 master plan is meant to be transformative. 09:30:00 It is really a call for 09:30:03 all sectors of society 09:30:04 to recognize that we need to do better 09:30:07 , and that our goal is not just two years to life 09:30:12 , but also like to those years. We want everyone to be 09:30:16 able to enjoy their golden years. In our Golden State. 09:30:20 So, by 2030, we know that 09:30:22 I am sorry, 09:30:23 by 2030 there will be more 09:30:26 Californians 09:30:28 aged 80 and older. 09:30:30 ... 09:30:31 that will comprise 09:30:34 of overpopulation. 09:30:36 Almost, 14 million 09:30:38 residents. 09:30:41 It was based on very outdated 09:30:43 break grounds 09:30:47 and stereotypes about later life. 09:30:52 This is something we need to rethink and redesign, 09:30:55 ourselves. Next slide. As I said, 09:30:57 equity is for the master plan of aging. 09:31:00 We want to fight Ableism. Sexism. Ageism. 09:31:03 That's 09:31:07 At that systemic level. There are very intentional 09:31:10 bold solutions. We are 09:31:12 also created an equity group, called the 09:31:14 equity and aging at Viceroy committee. 09:31:17 Who is advising on 09:31:18 the Master Plan for Aging. 09:31:24 Next slide. 09:31:27 So, very important to point out that 09:31:29 California's population is more 09:31:33 diverse than ever before. So, by 2030, 09:31:35 white non-Hispanic boulders 09:31:40 elders will represent 09:31:41 ... 09:31:43 in 2016. 09:31:46 So, it is a really important here to recognize that 09:31:49 we need to ensure that we have cultural responses 09:31:53 , programs, policies, and legislations. 09:31:55 To really address this 09:31:58 aging and ensure that we are providing comfortable, 09:32:01 productive care policies for 09:32:02 all residents. 09:32:03 Next slide. 09:32:21 So real quick, this is an overview for the master plan 09:32:24 of aging milestones and timeline. As he could see, 09:32:27 back in June 2018, pre-covid, the Governor issued MPA 09:32:31 executive order. In August, we began our 09:32:33 stakeholder engagement. Integral to the development 09:32:36 of this plan was that engagement. It was over one 09:32:39 year of collecting input via surveys, webinars, several 09:32:42 public meetings – probably I think over two dozen meetings 09:32:46 – so absolutely, this plan was founded in the input that 09:32:50 we received from our stakeholders, the public and 09:32:52 members like yourself. So by March 2020, the 09:32:55 long-term services 09:33:00 report and stakeholder -- long-term services and 09:33:03 stakeholder report came out. Then we collected all of our 09:33:06 input by May, and in January 2021, as he no, 09:33:17 it was released. So the cabinet group has been 09:33:21 integral to the implement nation of the Master Plan for 09:33:24 Aging. Now, here we are in July. We 09:33:27 have recently announced our impact stakeholder committee. 09:33:30 This committee is much like hours stakeholder advisory 09:33:33 committee because it is smaller. You might assume the 09:33:36 list. We relisted last week. Nine 09:33:38 members will advise the cabinet core group and the 09:33:41 Master Plan for Aging on implementation of the five 09:33:45 gold goals in the 132 initiatives. Then we will 09:33:48 release our first progress report just next week. 09:33:57 We've actually been waiting for the budget to land to 09:34:00 release this progress report. It has been a while during 09:34:04 budget season. But we will release that next 09:34:07 week at the impact committee meeting. Then in January, we 09:34:10 will release our annual report. It is a huge body of 09:34:14 work. This report is big and long 09:34:17 as the master plan itself. I cannot wait for you to see 09:34:22 all of the work that has been accomplished. It has been a 09:34:26 strong foundation for the last 10 years. 09:34:28 As you know, we have five bold goals for Master Plan 09:34:32 for Aging. I am sure you will talk about 09:34:35 that today. I want to emphasize this is 09:34:38 not just for older adults and adults with disabilities, but 09:34:42 their friends, families, neighbours, caregivers, and 09:34:44 anybody who is going to age. So what does all of us. The 09:34:49 initiatives focused at that state-level work, and the 09:34:51 commitments made by the Governor's cabinet is not 09:34:54 just it, but it is a blueprint. So, the goals and 09:34:58 strategies are where local communities can use and where 09:35:02 they can drive action on the ground, and where you can 09:35:05 identify what fits best for you for your own community. 09:35:09 See you can advance change to improve the lives of older 09:35:13 adults, and people with disabilities in your 09:35:15 communities and systems. I will briefly call through 09:35:18 all of the goals. I know you will have time to 09:35:22 dig into them. You know goal one is housing 09:35:25 for all ages and stages. We want to ensure that 09:35:29 everyone has the ability to live as they choose, as we 09:35:33 age. As communities age, 09:35:34 disability and a bunch of friendly, as well as climate 09:35:38 and disaster ready. This school area is much more 09:35:41 in line with AARP livable community. So we have more 09:35:45 housing here, transportation needs to be accessible and 09:35:48 get people exactly where they need to go from point A V B C 09:35:53 D, 09:36:00 and help them get there. We want to make sure that 09:36:04 outdoor spaces, parks and community spaces are great 09:36:07 for everybody and intergenerational as well. We 09:36:10 want to make sure the people and communities are prepared 09:36:13 for emergencies. We have already seen 09:36:15 significant wildfires this year, and unfortunately older 09:36:18 adults and those with disabilities are most 09:36:21 negatively impacted by emergencies. 09:36:22 We want to quit technologies and partnerships to really 09:36:25 ensure everyone is prepared and safe 09:36:32 during these unfortunate events. Also, climate 09:36:34 friendly aging. I feel that creating 09:36:36 communities that are green and eco-friendly, which is a 09:36:40 hot topic, is also way to make things accessible and 09:36:43 age friendly. It is smart friendly. -- It 09:36:46 is smart planning. Just from the get-go we are 09:36:49 making sure we are planning everything is smart friendly 09:36:53 for everyone. There are more budget items 09:36:55 to come. We have significant 09:36:57 investment in building at affordable housing, including 09:37:00 accessory in 12 (?) units. This is a 09:37:04 imported way for older adults to age with either a 09:37:07 caregiver, fellow members, or finding affordable housing. So 09:37:17 goal 2 health reimagined. We want to make sure that 09:37:21 everyone has access to the services we need so we can 09:37:25 live at home in our communities, and optimize our 09:37:28 health and quality of life. In here, we have strategies 09:37:32 associated with quality 09:37:37 community-based services, bridging healthcare with 09:37:39 home. Housing is health and health 09:37:41 is housing. Housing is the number one 09:37:44 thing we heard about in the Master Plan for Aging. So, it 09:37:48 is threaded throughout this entire plan. It is not just 09:37:52 in goal one. But it is in every goal we 09:37:56 have. These are for long term and 09:37:58 for people who want to remain in the committee. We are also 09:38:02 looking at the long-term spinning proposals are 09:38:05 finalized. So you could see the state is 09:38:08 taking this seriously. There is definitely going to 09:38:11 be major investments in creating LTSS. We have also 09:38:14 joined the long-term care insurance task force through 09:38:17 the California development -- California Department of 09:38:20 aging. This is acquitting proposals 09:38:22 for long-term care insurance. Our equity work, I just 09:38:25 mentioned, is proposing a equity design that our 09:38:28 workforce proposed thus far. That is also exciting. We are 09:38:31 also looking at health insurance counselling, which 09:38:34 we have budget and identified for. This ensures that older 09:38:38 adult behaviour health is considered in the other task 09:38:41 force and beyond. The department of aging has 09:38:44 joined this task force for the first time. So it is 09:38:48 exciting to know that there are many services we will 09:38:51 lend to those older adults in regards to health. We want to 09:38:56 live that to the committee. Also there is improving 09:38:59 diagnosis and care. A lot of funding this budget 09:39:02 and the master plan is targeting communities in 09:39:05 colour, who are disproportionately funded -- 09:39:07 disproportionately funded by Alzheimer's, particularly 09:39:09 women. 09:39:17 Next slide, please. So goal 3 is inclusion 09:39:20 equity, not isolation. So we want 09:39:31 older adults to have lifelong opportunities for 09:39:33 work, volunteering and being in society. There is also 09:39:37 opportunities for leadership and want to put it in here 09:39:40 that there is protection from dissemination, abuse, neglect 09:39:43 and exploitation. 09:39:45 Most of the strategies, and the initiatives therein, are 09:39:48 led by the California health and community resources 09:39:51 agency, particularly the Department of Aging. The unit 09:39:54 has seen that this Department of aging has hosted nine 09:39:57 webinars on equity and aging. This is a fantastic resource 09:40:01 for areas on agency and aging. There is a strong 09:40:05 turnout for those of aging and public health fields. 09:40:08 Now, closing the digital divide is a huge component in 09:40:12 inclusion and equity. We have seen certificate 09:40:14 proposals and in the final budget we have seen 09:40:17 significant investment on closing the digital divide, 09:40:20 expanding 09:40:24 broadband access across California. With that, there 09:40:27 is actually $17 million and the older Americans recovery 09:40:30 and resiliency portion of the budget, then is for the 09:40:33 distribution of devices and to launch a digital literacy 09:40:37 training partnership for older adults. We know people 09:40:40 do not actually just in internet but the actual 09:40:43 devices, and literacy they need to use these devices so 09:40:46 they can communicate with family, friends and 09:40:49 healthcare providers. Next slide, please. 09:40:53 Goal 4 is caregiving that works. We want everyone to be 09:40:57 prepared for and supported through the rewards and 09:41:00 challenging's for carrying -- of caring for aging loved 09:41:03 ones. 09:41:12 We are talking but high quality caregiving jobs in 09:41:15 the school area, as well as strong support for family, 09:41:19 friends and caregiving. In this year's budget we do 09:41:22 have almost $3 million set aside for family caregiving 09:41:25 program, which will spied -- provide supportive services 09:41:28 for family, caregivers, older relatives, etc. We have the 09:41:31 labour and workforce develop an agency engaging in 09:41:34 stakeholders toward the goal of convening a direct care 09:41:37 workforce solutions table. 09:41:41 This group will identify short and long-term 09:41:44 opportunities to improve direct care work, and address 09:41:46 the direct care workforce shortage. They are also 09:41:49 building a interactive and innovative roadmap, sintering 09:41:52 on high road training models and infrastructure; to go 09:41:55 ahead and develop this pilot policy pipeline to support a 09:41:59 sustainable care workforce in California. 09:42:01 We are 16,000 caregiver short in this state. 09:42:11 -- 600,000 caregiver short in the state. So we want to 09:42:14 provide the opportunity for people to grow. People love 09:42:18 being here. Caregivers needed to be 09:42:20 treated with respect. 09:42:26 It is a truly high skilled job and needs to be treated 09:42:31 as such. Also there is a virtual care 09:42:33 expansion. This is additionally 09:42:35 important. It is easier, and most often 09:42:37 for many people a more appropriate, to be able to 09:42:41 have that virtual care support particularly in rural 09:42:44 communities. We would like that to be 09:42:46 available as needed for older adults across California and 09:42:50 people with disabilities. Then goal 5: affording aging. 09:42:53 It is tough to live in the state. We live in such a 09:42:57 expensive state with the housing crisis. Older adults 09:43:00 50 and over our renters with the highest suitability of 09:43:04 danger in this state. So we are looking at 09:43:07 homelessness in older adults, and significant abundance of 09:43:10 it this year, related to assisting finding housing for 09:43:13 those who are not housed in this moment. We are bringing 09:43:17 up a project room key at a project home key. We also saw 09:43:22 over 20,000,001 time, and 20 million ongoing funding for 09:43:25 home delivering community Centre meals. Nutrition is 09:43:27 really important aspect of this goal area, ensuring that 09:43:31 older adults and people with disabilities are nourished. 09:43:33 as they age in their homes. 09:43:36 Then we also have in here several strategies or 09:43:40 initiatives related to income security as we age. 09:43:42 So we like to bring the older adult basic income –SSI 09:43:46 /SSP, 09:43:53 and California cash program for immigrants, bring it to 09:43:56 the next federal level to really ensure that older 09:44:00 adults have enough money every month to not just get 09:44:03 by, but to actually be comfortable and healthy. Next 09:44:07 slide, please. So the data dashboard. The 09:44:09 data dashboard was 09:44:12 polled for creation by the Governor in that executive 09:44:15 order, and we are really pleased to announced 09:44:18 that we launched this dashboard on January 6 with 09:44:22 the master plan. 09:44:23 It is continually being improved and updated. We have 09:44:26 done this in collaboration with 09:44:29 California Department of Public Health, and the West 09:44:32 Health Institute. This dashboard is 09:44:38 not just holding us accountable to these big 09:44:41 tenure goals, but also helps to provide a resource to 09:44:45 local communities and estate planning. 09:44:47 It ensures that we are quoting better data and we 09:44:50 have the numbers to back up the need 09:44:55 , and the legislation that we are asking for, as well as 09:44:59 monitoring your progress on the ground. Next slide. 09:45:12 There is a lot of local data available on this dashboard. 09:45:16 As I said, we are continually adding to it. This is a 09:45:20 snapshot of the demographic dashboard. You can go ahead 09:45:24 onto the stated dashboard, print one of these for your 09:45:27 county, and I just want to point out that you need to 09:45:31 choose years 2014-2019. We can only provide data 09:45:34 aggregated across several years along with the county 09:45:37 level. That trip some people up, I 09:45:40 do totally understand. Then the next slide, please. 09:45:42 Here is a list of local data availability. I am sure the 09:45:47 slides will be shared afterwards. So if you're 09:45:50 interested, this is what we have now. I can put a link 09:45:54 into the chat to the dashboard so everyone can 09:45:57 access this, and a moment, as well as the playbook. So I want 09:46:41 to speak to how important county and local engagement 09:46:45 is and was. We have several counties 09:46:47 partnering with us 09:46:48 on the stakeholder engagement including Board Of 09:46:51 Supervisors Catherine Barger from Nevada County. She is 09:46:54 here today. We have several presentations 09:46:56 across California, and a lot participate in our webinar 09:46:59 whimsies -- webinar webs days 09:47:01 -- 09:47:04 webinar Wednesdays, so we really cannot have done it 09:47:08 without the locals. 09:47:15 Now we have a local playbook. It is a local 09:47:18 blueprint and I am really happy to develop this. This 09:47:22 is why we are here. Our dream is to have a Master 09:47:26 Plan for Aging in every single county in California, 09:47:30 I would love to support locals and getting there. So 09:47:33 today is just the beginning of a relationship on building 09:47:37 that out. Thanks to the budget, we have 09:47:40 some funding to hire more people for the Master Plan 09:47:43 for Aging team at (unknown name), and we are helping 09:47:47 scratch mac hiring people to help us build a network 09:47:51 across California for aging (?). Ethic I attended six of 09:47:54 these convening said they are great conversations 09:48:03 and sessions, where the collaboratives have really 09:48:12 This is just a screenshot of the playbook on the website. 09:48:16 ... 09:48:19 is more comprehensive on the web, though. We cannot fit 09:48:22 everything into the PDF. That is that. Next slide. 09:48:25 Opportunities, really, 09:48:33 there is so much out there. Every community is so 09:48:36 different. As I earlier stated, the 09:48:38 Master Plan for Aging is not one size 09:48:41 fits all by all means. Every county region is so 09:48:45 different. So, we would really love to 09:48:47 see those Master Plan for Aging in every county. In 09:48:51 smaller community levels. In Kennedy 09:48:53 In counties gathering together doing master plans 09:48:55 for agencies. 09:48:57 Those initiatives that we 09:49:00 have identified in the network 09:49:01 is not what you should be focusing on ... 09:49:04 part of the playbook is gathering 09:49:07 , actually gathering data and identifying 09:49:10 what work has already been done on the ground. 09:49:13 It were those gaps and opportunities are 09:49:16 , creating change. 09:49:17 Within your own community. 09:49:19 We are also looking at 09:49:21 the government structure. Of the 09:49:26 agencies on aging. We have a whole stakeholder 09:49:29 , workgroup on that. 09:49:30 We have launched our 09:49:32 staking inputs. 09:49:33 Sessions. 09:49:36 I am very excited about that! 09:49:39 Of course, I cannot forget to mention, ADRC's 09:49:42 , significant 09:49:44 budget adjustments in that 09:49:45 -- this year 09:49:46 to do that. 09:49:48 ... 09:49:53 Building of the statewide (unknown name) system. It is 09:49:56 very important. It is very top of mind for 09:49:59 everyone here, today. Our next step, we have 10 09:50:03 partners across the Governors cabinets. 09:50:04 We have already been watching 09:50:08 watching the initiatives ... 09:50:11 the (indiscernible) committee was launched next 09:50:13 week 09:50:14 last week. 09:50:17 We are also announcing new stakeholder committees, so, 09:50:20 so much work has been spread across 09:50:22 so many different groups and very talented 09:50:26 individuals from research data, nurses, geriatric care, 09:50:28 and overuse. 09:50:30 We will soon 09:50:33 be launching the (unknown name) Council. 09:50:35 I'm very excited to say that 09:50:37 our first report will be out 09:50:39 , next week. 09:50:42 Next slide, please? Just 09:51:52 make it confusing. We will post it on our agency 09:51:55 website, and our Master Plan for Aging. And then we will 09:51:59 go out to the engaged newsletter. It will probably 09:52:16 be available by next Wednesday. Because, that is 09:52:18 when the impact committee is meeting. That is a public 09:52:22 meeting. Amid the 09:52:40 back that is a great question. 09:52:49 I do not have the answer for that. But I am pleased by the 09:52:54 amount of attention and investments that we have seen 09:52:57 from the legislator and former governor. So, I think 09:53:00 we have passed a new threshold for aging is 09:53:03 heavily on the radar. 09:53:14 Of California's government. I do not think there is any 09:53:17 way that we can turn back. This is something that exists 09:53:21 out there, for good reason. You know, we are really 09:53:25 struggling to get a grasp on what the next few years would 09:53:29 look like for the state budget. So, I am deftly not 09:53:33 an expert. So I do not want to say. 09:53:36 CARLY PACHECO: Figure! I will just collect ... both, 09:53:40 caregivers who do not have qualify for (unknown name) 09:53:43 assistance. But cannot afford the 09:53:45 assistance. We know that is a huge 09:53:47 challenge for people, also, right now, there are 09:53:50 shortages. That we are seeing 09:53:52 everywhere, across the state. It is so challenging! 09:53:55 (unknown name) pointed out that it is 09:53:58 to the current caregivers we have, is very significant. 09:54:02 Thank you so much! 09:54:03 I really 09:54:07 appreciated your time today. I was right. So, 09:54:09 I have the pleasure of 09:54:12 introducing our next speaker. 09:54:13 Jan Arbuckle. 09:54:20 Jen moved to grass Valley in 2003. She served as the 09:54:24 - 09:54:28 prior to that she served at the (unknown name) County for 09:54:32 almost 2 decades. In 2007, she was 09:54:34 in the grass Valley Council. In 2011 09:54:39 she was in a four-year term. Mayor in 2010. 09:54:43 She is currently in her fourth elective term. 09:54:45 ... in addition 09:54:47 to her duties 09:54:50 as a civil Council member, she also 09:54:52 is really involved in a league 09:54:54 , assuming the role of President 09:54:57 . 09:54:59 Jan was a member of the 09:55:03 (unknown name) task force. So, 09:55:05 she helped build this 09:55:08 master plan that we are talking about, today. 09:55:14 JENN WOLFF: 09:55:16 So much! 09:55:21 SUPERVISOR JIM HOLMES: 09:55:22 Thank you so much! 09:55:31 I am so happy to be on this call for the 09:55:35 ... I some of the people who were 09:55:38 amazing 09:55:38 experts in the field. And, 09:55:47 I have to say, the first that I walked in I looked 09:55:51 around the table, and thought to myself, "why I here?" 09:55:54 It is not my forte. 09:55:58 As we progressed, I realized, 09:56:01 that in order to make all these wonderful things happen 09:56:05 that came out with our goals and planning 09:56:08 , you have to engage 09:56:09 your local officials. 09:56:12 In order to have that happen. So, finally, 09:56:15 I realized why I was there. 09:56:17 And because I was a main component 09:56:20 and champion for our communities. 09:56:22 We have had 09:56:23 a lot of information 09:56:24 this morning, 09:56:25 and you will continue to have 09:56:28 it for the rest of the conference. So, 09:56:31 I am not going to go into all of the 09:56:35 details. But, a lot of the things that 09:56:38 I was asked was, 09:56:39 "how did we get here?" 09:56:41 As member of the master plan. 09:56:43 How did we get to 09:56:45 our goals? How did we get 09:56:47 - 09:56:48 have that happen? 09:56:49 It happens to a lot of 09:56:51 conversation. 09:56:55 there were a lot of conversation. 09:56:59 I say that the people that were in the task force 09:57:03 were members in the field. They were representative 09:57:06 from everyone in the aging on disability communities. 09:57:09 I have to say, that for me, 09:57:11 having 09:57:17 being not only local to Nevada County, but as someone 09:57:23 that I can talk to and get a good perspective on how 09:57:27 aging and disability communities 09:57:27 actually are very tight in 09:57:29 together. 09:57:31 ' 09:57:35 Why do I say that? Because it's a 09:57:38 given point at our lives, we will have a disability. 09:57:42 Whether that will be in (indiscernible) disability. 09:57:44 Or, temporarily. But what you need to 09:57:46 understand 09:57:48 how our communities developed 09:57:50 and laid out 09:57:51 , so that we can all transition 09:57:54 and be able to 09:58:02 contribute to them in our lives. In the communities of 09:58:05 our choice. Part of it, is housing. How 09:58:07 do we do that? Have you engage officials in 09:58:11 housing? You attend accounts that 09:58:13 evening. You attend the commission 09:58:14 planning meetings. Asking the development that 09:58:17 they are rejecting, do they 09:58:18 allow for 09:58:24 , maybe down the road, 09:58:25 the opportunity to 09:58:49 lay out their 09:58:49 floorplans a little differently so that they can 09:58:52 accommodate cancel counsel (indiscernible). (audio 09:58:54 issues) as I stand, stay on, I can see that these are from 09:58:59 epidemic state. up and down the state ... 09:59:02 We need to engage with 09:59:04 our officials, that is one of the very first things that 09:59:08 (unknown name) says. Just engage them. 09:59:10 That is one of the date 09:59:14 ways that you can do that. I have to say, transportation 09:59:18 is one. Transportation is one of the 09:59:21 key things that we talked about, during 09:59:23 our planning sessions. 09:59:24 At the Master Plan for Aging. It is, 09:59:28 how do 09:59:30 - 09:59:35 as we age, how do we encourage seniors with 09:59:38 disabilities? That it can be made 09:59:40 accessible and 09:59:41 meaningful for them to actually 09:59:44 go to the grocery store by themselves. 09:59:46 Or be picked up. 09:59:48 In Nevada County, 09:59:49 I serve on the transportation 09:59:52 , transit commission. 09:59:55 Our transportation 09:59:59 does the golden ticket. Which, I left. 10:00:01 I absolutely love this idea. 10:00:08 That anyone can get a lifetime pass 10:00:11 to travel anywhere's 10:00:12 that our buses get transportation to. Which is, 10:00:15 a great incentive to give people out of their homes. 10:00:20 And to get them socially connected. 10:00:21 I think that during COVID, 10:00:23 we see this. 10:00:25 The isolation, especially of ourselves. 10:00:28 And people with disabilities. 10:00:32 Experience on such a great degree! 10:00:35 Basically, people forgot. 10:00:39 Seniors are one of our most 10:00:43 populated populations, 10:00:45 we need to go and check on them. 10:00:48 I think that coming out of Copan 10:00:51 , 10:00:51 COVID, 10:00:54 one of the things that as we become more aware, 10:00:58 we need to be aware of the people around us. 10:01:01 That is for keeping that context. 10:01:04 Housing was another one that was 10:01:06 extremely 10:01:08 discussed, because housing is super important! 10:01:10 And how do we allow 10:01:12 our seniors 10:01:13 to be able to stay in their homes. 10:01:16 For a lot of seniors, 10:01:18 they go to 10:01:19 older communities 10:01:22 , like the (indiscernible) communities, or whatever. 10:01:25 And, 10:01:25 as they age, 10:01:28 are they going to be forced to sell their home because 10:01:32 there is someone 10:01:35 who is under 55 who cannot live in that community? 10:01:39 That does happen. 10:01:40 They can go out and 10:01:42 look at 10:01:43 the type of community here 10:01:46 in LinkedIn. 10:01:49 (unknown name). 10:01:52 You can have some Wednesday and they are able to sell 10:01:56 their homes. We are a generation where 10:01:58 people work every day to achieve something that they 10:02:02 can enjoy during their time. 10:02:04 Whether it is an unknown illness, or disability, 10:02:07 or just the general aging process, 10:02:09 people sell their homes and go to 10:02:12 assisted living if they do not have 10:02:14 some rough cells that they can go. 10:02:21 summer cells that they can go. It drains all of their 10:02:25 savings. So, it is really one of those 10:02:28 things 10:02:36 that we need to look at. I am excited that this 10:02:40 community is realizing that and is addressing the issue. 10:02:43 I guess, one of the things that- I have been asked not to 10:02:51 ... because I know that 10:02:52 politicians have an tendency to go on, and on, and on. 10:02:56 So I'm wondering if you have any questions 10:02:59 that you might have that I might be able to answer? I 10:03:04 know that Amanda was so thorough. She was part of the 10:03:08 master plan aging has well. So, 10:03:15 Amanda covered it all for the most part. 10:03:20 The question is, how do you get started? 10:03:23 So, 10:03:28 how does that apply to your individual communities? 10:03:31 Because we are all different! That is one thing 10:03:34 that I have learned. 10:03:36 Especially as president of the (unknown name). 10:03:38 I travel to the entire state of California. 10:03:40 dug in to what their community needs and which 10:03:43 plays they feel they are at, also how they can move 10:03:47 forward. Next slide.Just see how 10:03:49 diverse California is. So 10:03:50 what we are looking for in Nevada County will not work 10:03:54 in Los Angeles County. So I'm happy to be here. I am 10:03:58 going to stay engaged with the master plan. We are still 10:04:02 meeting covertly, and this is because we all enjoyed 10:04:06 ourselves so much that we want to make sure 10:04:09 that what these goals are to spend 18 months on 10:04:13 get implemented as much as possible. 10:04:24 So, thank you again for allowing me to have a brief 10:04:28 moment in your conference, and I am happy to answer any 10:04:32 questions. I noticed we have pictures of 10:05:03 these aging communities outside, but one of our main 10:05:06 problems is 10:05:08 wraps (?) in counties and cities are having individuals 10:05:11 being taken care of at home, but I wonder how we can get 10:05:16 cities and counties ultimately find a permanent 10:05:18 funding solution for rap (?). 10:05:20 For individuals to go outside and get some light, 10:05:23 and that can prolong life. Being able to attend a 10:05:35 root, and being able to make it easier for support 10:05:39 services to get them in and out of the house because some 10:05:43 of them are only inside all day long. They have no access 10:05:47 and they struggle to find ramps and are in trailered 10:05:51 communities, for example, there are seniors in these 10:05:54 committee's where they struggle to get these access 10:05:57 to these ramps so people can continue and want to have the 10:06:01 freedom to be outside. I know it might be just 10:06:04 approaching our city Council, but how do we get it to 10:06:09 approach so it becomes not just the micro, but a part of 10:06:13 the macro? Thank you. JAN ARBUCKLE: 10:06:15 I think one of the best ways is to do to contact, 10:06:19 especially if you can engage with the city council member 10:06:23 or a Board of supervisor, depending upon where you are 10:06:27 located – and get them to understand how important this 10:06:30 is to, not only, to the individual but to the 10:06:34 community at large. You know, 10:06:36 I have had a lot of experience with a lot of 10:06:40 different elected officials and most of them understand 10:06:42 that the need to have access, and again 10:06:52 , covid has brought to life the importance of 10:06:55 socialization. As he said, just getting out 10:06:58 into the sunshine – mother 105° temperature that we are 10:07:01 going to be experiencing in the sacrament area in the 10:07:05 next couple of days, but just having the fresh air on your 10:07:09 face. I would absolutely find an 10:07:11 advocate in your community. I do not know where you are 10:07:15 from, but find an advocate in your community. If you want, 10:07:19 I can try and help you find that advocate if you want. 10:07:24 Again, I am still very, very engaged with the 10:07:30 league of health in some cities and their axes of 10:07:33 support. So I have many access to look 10:07:36 at officials with all of the cities in the state of 10:07:40 California. 10:07:41 So I can be a resource. You can use me as a resource, 10:07:46 and we can talk online, email me, or get a hold of Eldon or 10:07:51 Carly, and we can get in touch. So 10:09:43 the MPA was designed to assist in building 10:09:46 environments that promote an age friendly and his ability 10:09:49 from the communities as also subtract also building those 10:09:52 environments. There are seven plays 10:09:54 outlined it with Rick amending resources and models 10:09:58 for you to consult during your project planning and 10:10:00 limitation and evaluation. I know that a lot of of our 10:13:18 communities work has been done, and what remains to be 10:13:21 done – which would be the priorities in this issue. 10:13:25 There are some age friendly models available. Let me say 10:13:29 that these slides will be available to you after the 10:13:32 conference. So, there will be an 10:13:34 opportunity for you to explore the more deeply. So, I am going to start this 11:52:05 wrapup, and then I will hand it off to some other folks. 11:52:09 Who will continue in the breakout sessions that they 11:52:12 provided notetaking for. So, we had a session on 11:52:16 Analysis of Local Data. And the presenters really 11:52:19 took pieces of data from all four counties. Just to 11:52:22 highlight 11:52:28 some general data, about the percentage of folks who are 11:52:31 older adults. The percentage of folks in 11:52:34 each county who have disabilities. And then, also 11:52:37 some specific data around COVID-19, which was really 11:52:40 interesting. There were particularly, 11:52:41 COVID deaths by individuals 11:52:44 in nursing homes, in 11:52:50 Nevada County, strikingly high in comparison to other 11:52:53 counties. There was discussion about 11:52:55 that. We also talked about... 11:52:57 We looked at the numbers of homeless individuals 11:53:01 based on the point in time counts, for all counties. 11:53:07 And noting that those are probably underrepresented. 11:53:09 But also, 11:53:10 really that highlighted the high number of individuals 11:53:13 who are homeless. 11:53:15 Who also have disabilities. 11:53:18 So, the cooccurrence of those circumstances 11:53:21 was also strikingly high. 11:53:23 That was something that we noted. 11:53:25 And then we talked about, 11:53:27 where would people start 11:53:29 ... 11:53:33 Where would communities start really digging into 11:53:35 data? What might be the resources 11:53:37 they would 11:53:38 want? This meeting is being 11:53:40 recorded. 11:53:42 So, relate the recommendations were 11:53:45 ... The California Department of 11:53:47 aging 11:53:48 Data Dashboard, that 11:53:51 Amanda talked about this morning being a great place 11:53:54 to start. 11:53:55 That data dive, and also the AARP 11:54:00 has a data dashboard, in relation to their livable 11:54:04 communities work. 11:54:13 And we might hear about that, with the report out 11:54:17 from that session. That is also another great 11:54:20 place to sort of start getting some information. 11:54:23 Then also, looking to local providers. For example, the 11:54:26 Agency on Aging Area 4, overseas a lot of programs 11:54:30 and a lot of these counties. They have some really great 11:54:33 data from across multiple programs about needs, and 11:54:36 that sort of thing. REBECCA HENSLEY: 11:54:52 Thank you, Carly. This morning we had the 11:54:55 pleasure of hearing from Rafi Nazarians, 11:55:07 from AARP California. He was speaking to us about 11:55:10 the AARP livable community model. It is basically a 11:55:14 Network of Age-Friendly States and Communities across 11:55:16 the US, currently has 500 members nationwide. Including 11:55:19 55 here in California. His presentation really 11:55:22 focused on the process of building an age and 11:55:25 disability friendly community with AARP. Their model 11:55:28 includes four steps, he talked about step number one 11:55:31 involving a county/city/town to submit 11:55:38 an application to AARP. And to also include a letter 11:55:41 from the top position in your community, it could be the 11:55:45 mayor, or supervisor, etc. 11:55:52 In step two, he talked about taking inventory in what your 11:55:56 community is currently missing, and what they are 11:55:59 doing well with. So, the livable community 11:56:01 model focuses on eight domains of limited lessee 11:56:04 within a community. This includes housing, 11:56:06 transportation things like that. When a county or city 11:56:10 joins that community they will look at what is needed 11:56:13 within their community. Also, something I found 11:56:16 interesting was the AARP 11:56:23 -- provides a community assessment tool. You can use, 11:56:26 and adjusted to be more specific to the needs within 11:56:29 your community. And then, AARP will assist 11:56:32 with not only the distribution, of this 11:56:34 assessment, but also with the data collection. 11:56:37 So, that is step two, taking inventory. Then, step three 11:56:41 is creating an action plan. These can include different 11:56:44 projects that you may want to undertake, whether they are 11:56:47 now, or in a few months. Or a few years. 11:56:51 The whole plan, goes over a five-year period. 11:56:54 So, you submit that plan to AARP for approval, and then 11:56:58 step before you implement the plan. Create a work group 11:57:02 including people 11:57:03 from diverse areas of your community, including older 11:57:06 adults, and those with disabilities. 11:57:12 Then, you continue to improve. So, at the end of 11:57:16 the five years, you continue a cycle of improvements, and 11:57:19 reassessments. To make your community as 11:57:21 accessible and livable as possible. As Carly mentioned, 11:57:24 the AARP website offers many resources, 11:57:26 including 11:57:31 rural livability workshop reports, and all sorts of 11:57:34 data and information. 11:57:35 And that website is AARP.org. 11:57:40 \livable. 11:57:42 You can sign up for a 11:57:45 newsletter there. Now I will handed 11:57:54 over to Ladonne, who is going to 11:57:57 share the takeaways from the ADRC model in advancing the 11:58:01 MPA. Or the Master Plan for Aging. 11:58:03 LADONNE EASTON: 11:58:04 OK, like Carly said, 11:58:08 we talked about using the ADRC model to advance the 11:58:12 master plan. It was more of a discussion 11:58:15 than a tonne of information given. So this was a good 11:58:19 thing, to brainstorm. 11:58:22 Anna really talked about goal three, the inclusion and 11:58:26 equity portion of the Master Plan for Aging. 11:58:29 And to really strategize on how California leadership 11:58:32 can push that forward. 11:58:38 And how COVID has brought out, and highlighted the 11:58:41 disparities in our system, surrounding equity and 11:58:44 inclusion. So, 11:58:49 it is really time to empower our ADRC, why do we need to 11:58:54 empower them? Why do we talk about no wrong 11:58:57 door, or the one door system when people do not know where 11:59:01 to go until they have to navigate the system? So, the 11:59:05 biggest thing that we really talked about is, the need for 11:59:09 ADRCs v to do increased education and outreach within 11:59:12 our communities. So that people do not have to 11:59:16 panic when they do require long-term services and 11:59:19 supports. 11:59:24 And to figure out how to access the system. So, there 11:59:28 were discussions around ideas of how to do this, and where 11:59:32 people could go for information. And how to 11:59:35 market ourselves, people talked about possibly – being 11:59:38 posted at various Caesar -- senior places around the 11:59:41 city, instead of the community having to come and 11:59:45 find us. I thought that was a great 11:59:47 idea. So... What else? Also, people 11:59:50 need to understand, 11:59:51 where is this one door piece connect we talk about the one 11:59:55 door? But where is it? What is it? 12:00:00 How do we access it within our local communities connect 12:00:04 or, do we have a community data exchange for referrals? 12:00:07 And how do we get people the resources and tools that they 12:00:12 need for long-term services? It was noted that most of 12:00:15 this effort, and much of what ADRC's are focusing on at 12:00:19 this juncture are around 12:00:22 diversion and transition, to help keep people within their 12:00:26 communities. And where they choose to 12:00:28 live. Instead of in their 12:00:30 congregants settings. Or in skilled nursing 12:00:32 facilities. So... We really discussed 12:00:34 looking past the silos. 12:00:41 We all know, if any of us have had to navigate any kind 12:00:46 of medical system, or even the community systems, 12:00:49 everything is silos. So, the ADRC is really need 12:00:52 to to come together as a community, there is a huge 12:00:56 necessity for crosstraining amongst community partners. 12:00:58 And the ability to work collaboratively, in order to 12:01:01 get the community members long-term services, and 12:01:04 support. And navigate those silos, 12:01:06 together. So, 12:01:08 we really talked about not going back to the status quo. 12:01:12 Because it really was not status quo. We need to be 12:01:16 pushing forward. CARLY PACHECO: Thank you so 12:01:18 much, Ladonne, sounds like a great session. Really good 12:01:21 information. And I want to welcome Annie 12:01:24 Mikal, who is going to share with us about the Nevada 12:01:35 SPEAKER: 12:01:40 Thanks Carly, we had a great discussion about the major 12:01:43 gaps in services and needs in the community. 12:01:46 Just thinking back to the five goals of the master plan 12:01:50 and the two that really came out about 12:01:53 housing and affordable caregiving, we spent an 12:01:56 amount of time talking with the needs of caregivers, 12:01:59 as both family members as well as 12:02:02 paid, professional caregivers. 12:02:05 So just some of the ideas that came out of that 12:02:09 were talking about 12:02:11 (Static) training for caregivers, 12:02:16 to protect both the people they are caring for because 12:02:19 they are well trained 12:02:21 and also create pads to careers and certifications 12:02:24 for caregivers. So they can 12:02:26 become a career and not just a job 12:02:29 but something that has potential and can attract 12:02:32 more of the workforce. 12:02:35 So again, we talked about workforce development locally, 12:02:39 working with community colleges and local 12:02:42 universities to recruit more people 12:02:44 into 12:02:46 dermatology and specialists, 12:02:48 really elevating it 12:02:51 as a valued role in the community. 12:02:59 We discussed some free classes that are available in 12:03:02 Nevada County for the hospital and connecting point. 12:03:05 These are available for caregivers of all kinds 12:03:08 that are for free but maybe not accessed by everyone. 12:03:12 There is no formal training program 12:03:14 that is the path to certification and that would 12:03:17 be valuable. 12:03:21 We talked with the other key piece of that which is income 12:03:25 and pay to increase certification and career 12:03:28 paths but also elevate 12:03:30 the level of pay that people receive for caregiving and 12:03:33 recognizing the value of fat with their pay. 12:03:39 Again, that income disparity and the challenge we have in 12:03:42 the community 12:03:43 of people who may make too much money to qualify 12:03:47 for 12:03:49 in-home caregivers but do not have flexible or 12:03:52 additional resources to pay for what they need. 12:03:56 So again, a piece of the economy and caregivers is 12:04:00 a need for this community. 12:04:03 Other ideas for support or making caregiving 12:04:06 more affordable is day programs and something like 12:04:09 that. 12:04:10 We also talked about the need for a senior centre. 12:04:15 To create a place for seniors to come together and 12:04:19 find resources. So that was kind of the 12:04:22 caregiving keys, we also talked to 12:04:31 about housing and affordable and low barrier housing and 12:04:34 programs that will make it easier for people this day. 12:04:40 And to others 12:04:43 they came up are the discussion of mental health 12:04:46 needs 12:04:48 after COVID and addressing some of those issues as well 12:04:51 as transportation in the area. 12:04:59 As we do not have a lot of specialists locally and 12:05:03 people do need to travel to see different types of 12:05:06 medical professionals in the county. Having reliable and 12:05:09 affordable transportation in Nevada County. 12:05:12 And lastly, just wanted to put out that we talked a bit 12:05:16 about attending local meetings for the community 12:05:19 living Council meeting. 12:05:22 Nevada County is hoping to take these ideas and develop 12:05:25 plans and put it into action. So everyone is invited to 12:05:29 join that and people added to their emails 12:05:32 so we are looking forward to that. 12:05:35 CARLY PACHECO: 12:05:36 Awesome, thank you so much Annie. 12:05:40 And Sarah is going to join us and give a report 12:05:43 of 12:05:44 the (unknown term) County position. SARA MARTINEZ: 12:05:52 Thank you, so in our breakout session we discussed 12:05:56 a couple of challenges that we are facing. One of the 12:06:00 biggest is finding affordable housing, that discussion 12:06:02 brought the shared housing program and how it is for 12:06:06 everyone and not just specifically older adults 12:06:08 experiencing homelessness. Kind of different from 12:06:11 the home key program. We also talked about 12:06:21 sorry, give me one second. I lost my notes here. How 12:06:25 older adults are scared to live with someone in the 12:06:29 shared home program. But that if they were more 12:06:32 open to doing that they would be able to find affordable 12:06:36 housing. It is not just a problem here 12:06:39 in plaster County, 12:06:41 as we heard from Annie, it is in other counties as well. 12:06:45 Finding affordable housing. 12:06:47 It is especially difficult when older adults have a 12:06:50 fixed income and housing keeps, sorry, not housing. 12:06:53 The prices on housing keep being raised. 12:06:59 It is not something an older adult can keep up with. 12:07:03 Another thing that was brought up is how in Placer 12:07:06 County, the five-year plan 12:07:08 has finally come up and that will give us a chance to take 12:07:13 a hold of the program and plan, and actually work 12:07:17 towards it. It will be something that 12:07:19 requires a lot more and a larger coalition. 12:07:22 So hopefully we can get everyone involved 12:07:25 and have more people work towards that. 12:07:29 Another thing that was brought up is the lack of 12:07:33 adult programs and how 12:07:34 they are not actually local for people to be able to get 12:07:40 there easily and have transportation for them. 12:07:42 One thing that was brought up as well was how 12:07:50 finding adult day programs for people who use 12:07:53 wheelchairs is also difficult to do. 12:08:02 And just how we are still dealing with the system that 12:08:06 is not fully developed and there are a lot of gaps in 12:08:11 services and every department. In every area, so 12:08:14 we are still trying to work to fix those gaps. 12:08:17 CARLY PACHECO: Thank you so much, Sarah. And I am going 12:08:21 to welcome Ladonne back who is doing double duty for us 12:08:25 today and took notes for the county specific breakout. 12:08:28 LADONNE EASTON: 12:08:34 And due to the first breakout session going a 12:08:37 little bit over I did miss the beginning of the session. 12:08:41 It sounds like many of our discussions were very, very 12:08:44 similar. 12:08:47 But in our 12:08:50 Yuba/Sutter breakout session, 12:08:52 we did a lot of breakout sessions surrounding 12:08:56 which leaders and organizations would benefit 12:08:58 from being in these discussions. 12:09:03 And who should be sitting around the table when we 12:09:06 start talking with the master plan. And then we discussed 12:09:10 the different local agencies like hospitals or the homeless 12:09:13 portion or regional Housing Authority or the Council, 12:09:19 who do we get around these tables to actually start this 12:09:22 process and moving forward? And how we 12:09:26 - Mike how do we increase the energy and excitement in 12:09:30 our community and make it personal? 12:09:33 There was discussion on how do we personalize this to 12:09:36 make it so that everybody has buy in 12:09:39 and how we need this to happen. 12:09:44 And how it is not just for the old people, we are those 12:09:48 people. 12:09:54 And how do we increase outreach? It is kind of the 12:09:58 same conversation as we had in last breakout, how do we 12:10:02 increase educational outreach and get this information out 12:10:05 there to where people want to be involved? We discussed 12:10:08 what are the needs that need to be addressed first and 12:10:12 what are the priorities? Just like the other counties, 12:10:15 housing was number one. It is just an emergency. 12:10:19 for our communities and transportation and access to 12:10:22 transportation. Socialization and connection 12:10:24 and services and because of COVID, having such 12:10:28 an impact on her 12:10:33 our older community. 12:10:36 Access to care providers and community, 12:10:40 these are the things we have been talking about for the 12:10:44 last 15 minutes. 12:10:45 But with housing and access to care providers being an 12:10:49 issue, we had discussions around 12:10:51 has anybody ever seen 12:10:57 any successful models that can be replicated 12:10:59 in our areas? 12:11:02 So they were able to touch on that 12:11:05 and how do we 12:11:07 get our seniors more involved in this process? 12:11:15 In the voting process and going to elected officials, 12:11:18 how do we get them to the Board of Supervisors and 12:11:22 resources? We also discussed the services 12:11:25 for not qualifying for services but they do not 12:11:28 think about paying out of pocket. So they are slipping 12:11:33 County specific session. And the discussions that were 12:11:35 had there. 12:11:38 And, I think otherwise... 12:11:41 I think that is kind of it, in a nutshell. 12:11:45 CARLY PACHECO: Awesome, thank you so much, Ladonne. 12:11:48 So, finally, we just want to talk about, 12:11:52 you know, we hope that today was an opportunity to get 12:11:56 your feet wet. 12:12:00 In the master plan, or maybe your feet are already 12:12:04 soaked... And you just got a little bit 12:12:07 more of a taste. But, we hope this is exciting 12:12:10 everybody. And 12:12:16 we are encouraging involvement, and we wanted to 12:12:19 share some information on how you can get involved, with 12:12:22 some contacts, specifically. Depending on the county that 12:12:25 you are in. 12:12:28 So, all of these counties, as we said at the beginning 12:12:32 of the day today, are either ADRC, or an emerging ADRC, 12:12:36 and working to become and ADRC. And that is a great 12:12:40 place for us 12:12:45 to have these discussions, and organize this work. So, 12:12:48 it would be great to get involvement from anyone who 12:12:52 is interested. Organizations, individuals, 12:12:53 community members, all are welcome. So, in Yuba/Sutter 12:12:56 counties, there are two potential contacts. 12:13:04 Moises 12:13:09 who is with AAA are 4. 12:13:12 Also Ladonne Easton is someone you can reach out to. 12:13:15 And we can help you get connected 12:13:18 to those meetings, so your voice can be heard. 12:13:21 In Nevada County, Annie Mikal 12:13:36 talked about the living implementation Council, where 12:13:39 Nevada County is hoping to drive a lot of this work. 12:13:43 Again, if you're interested in getting involved in that, 12:13:46 you can reach out to her. It sounds like they started a 12:13:50 list of folks who are interested in attending, that 12:13:54 is fantastic. And in Placer County, Eldon 12:13:56 Luce, who is the ADRC organizer there. We have his 12:14:00 email, as well as phone numbers. And then, Placer 12:14:03 County has an older adult advisory commission, so 12:14:06 Nicole Allen is a contact there.
